We made few changes to default settings for New dedupe
Now default dedupe rules settings are as follows
Fuzzy Rules for
- Individual => First Name AND Last Name AND Email
- Organization => Organization Name OR Email
- Household => Household Name OR Email
Strict Rules for
- Individual => Email
- Organization => Organization Name OR Email
- Household => Household Name OR Email
contact creation/edit uses the default fuzzy rule group (for the given contact type), while import, profile creation/edit and event/contribution registration use the default strict rule.
As using these rules in real life situations may find some other combination more suitable so we’d be more than happy if you give us your valuable feedback on this.

hooks
It occurs to me that if contacts are merged, we'll also have to merge all our external data that belongs to those contacts. Are there any hooks that fire when contacts are merged?

This isn't particularly
This isn't particularly clear. At first glance, it would seem that 'First name AND Last Name AND Email" is actually MORE strict than just 'Email'. But if I'm not mistaken, I think the weight settings make the individual Fuzzy rule actually more like:
"Email OR (First Name AND Last Name)"
Also, it would be helpful to have further clarification about when the Fuzzy Rule is applied vs when the Strict Rule is applied.
uses of fuzzy and strict rules
contact creation/edit uses the default fuzzy rule group (for the given contact type), while import, profile creation/edit and event/contribution registration use the default strict rule.
I've added the information in blog also.
