CiviMail has been a component within CiviCRM since early on (v1.2 or so). However the technical hurdles to install and get CiviMail up and running are quite high and hence CiviMail did not get as much attention or user base as CiviCRM and the other components. CiviMail is an integral part of any medium-large size install and is used by a few organizations successfully.
For the average user, a few things have changed in the recent past which I suspect will increase the popularity of CiviMail. Some of these changes are:
- Development of an SMTP Service by Shane and UAS. This allows folks to "outsource" the SMTP part of CiviCRM to a third party for an incredibly cheap price. It also eliminates the install of the CiviMail mailing components. To make this more efficient, we are integrating a spooling handler to CiviMail in conjuction with UAS
- Contribution of a WYSIWYG Editor for CiviMail using Dojo from the folks at legal.consult
- Integrate CiviMail with ACL Permissioning
- An html newsletter generation module for Drupal from UAS and Agaric Design
- Some potential integration with Organic Groups, CiviCRM Groups and ACL's is also on the drawing board
